FORUM FOR BARNEKONVENSJONEN - RETNINGSLINJER
1. Formål
Forum for Barnekonvensjonen (FfB) er et nettverk for organisasjoner og institusjoner som er opptatt av og jobber for barns rettigheter i Norge og internasjonalt.Forumets formål er å være en pådriver for Norges oppfølging av FNs konvensjon om barnets rettigheter både nasjonalt og internasjonalt.
2. Hovedoppgaver
Forumets hovedoppgaver er å:
a) følge Norges rapportering til FNs komité for barnets rettigheter. Dette foregår gjennom å utarbeide supplerende rapport, og strategisk og systematisk oppfølging av merknadene fra komiteen.
b) være et forum for diskusjon om spørsmål knuttet til implementeringen av FNs barnekonvensjon
c) sikre kompetansespredning om barns rettigheter
d) fremme informasjonsutveksling og samarbeid i FN prosesser med barns rettigheter som tema
3. Deltakelse i forumet
For å få delta i forumet må organisasjonen arbeide i tråd med prinsippene i Barnekonvensjonen og dokumentere dette ved søknad om opptak i forumet.
Nye deltakere tas opp på de to årlige fellesmøtene til forumet etter innstilling fra AU. Det skilles mellom deltakelse
(med tale-, forslags- og stemmerett) og observatørstatus (med tale- og forslagsrett, men uten stemmerett).
Enkeltpersoner og institusjoner og organisasjoner som er opprettet av et offentlig organ kan ikke være deltakere i forumet.
Ekskludering:
Deltakerorganisasjoner som gjennom sitt arbeid eller på annen måte opptrer i strid med Barnekonvensjonens mål og verdier, herunder i strid med prinsippet om barnets beste, kan ekskluderes fra forumet. Dette skjer etter innstilling fra AU og vedtak fra forumet.
4. Fellesmøter
Forumet holder minst to møter per år, forslagsvis ultimo mars og november. Forumsmøtene skal være en arena for å utveksle informasjon og fremme samarbeid for å sikre oppfølging av Barnekonvensjonen.
Endring av forumets retningslinjer:
Beslutning om å endre forumets retningslinjer treffes av fellesmøtet.
